Concession would add multipurpose capacity at Tarragona
A consortium led by COSCO SHIPPING Ports has received an award notification from the Port Authority of Tarragona for a multipurpose terminal project in Spain, marking a further step in the Chinese group’s Mediterranean port expansion.
The project is valued at about €144.6 million, including applicable tax and interest, and remains subject to the creation of a project company, signing of the concession agreement and completion of regulatory procedures.
The consortium includes COSCO SHIPPING Ports, COSCO SHIPPING Bulk and PTP Ibérica, the Spanish unit of Argentina-based PTP Group. The planned terminal will be located at the Andalucía Wharf area of the port and developed for general use.
Containers, vehicles and rail cargo in scope
The terminal is expected to handle containers, general cargo, vehicles, RoRo traffic and rail-borne cargo once fully developed. It will also connect with the adjacent La Boella rail-port terminal, giving the project a direct intermodal role rather than making it just another quay project.
That matters because ports increasingly compete not only on berth space, but on how quickly cargo can move inland. A terminal without rail is like a warehouse with only one door. It may work, but it limits the flow.
The concession area is reported to cover more than 510,000 square metres, including space at Moll d’Andalusia and the La Boella rail-port terminal.
Formal approval still pending
The award follows a public tender process and was marked at a ceremony hosted by the Port Authority of Tarragona. However, the concession has not yet been fully granted.
COSCO SHIPPING Ports said the formal grant depends on incorporation of the project company, execution of the concession agreement and other required approvals, registrations and legal procedures.
The company also said the project, if completed, is expected to constitute a discloseable transaction under Hong Kong Stock Exchange listing rules.
Mediterranean network impact
For COSCO SHIPPING Ports, Tarragona would strengthen its European Mediterranean footprint and add another node to its regional port logistics network.
For Tarragona, the award points to a broader role in container, breakbulk, automotive and rail-linked cargo flows. The port already serves industrial and logistics cargo sectors in Catalonia, and the new facility would give it more room to handle diversified cargo rather than depend on a single traffic type.
Industry reports have placed the concession term at 50 years, although the final concession terms remain tied to the formal agreement process.
