Decarbonizing the Maritime Sector: An Urgent Mission

Shipping contributes 3% of global carbon emissions but is vital to the world’s economy, transporting 90% of global trade. The International Maritime Organization (IMO) has set an ambitious target to reduce shipping emissions by 40% by 2030. This involves adopting alternative fuels like hydrogen, ammonia, and batteries, alongside digital technologies to enhance efficiency. However, the industry faces a critical challenge: equipping its 2 million-strong workforce, primarily from the Global South, with the necessary skills to handle these new technologies.

Training Challenges: Navigating Uncharted Waters

The transition to green fuels brings complexities. Ammonia, a promising low-carbon fuel, is hazardous. Without proper training, it poses safety risks to seafarers, ships, and the environment. A study by Lloyd’s Register and the University Maritime Advisory Services predicts that by 2030, 450,000 seafarers will need additional training, with the number rising to 800,000 by the mid-2030s.

Yet, according to a report from DNV, there’s a lack of clarity about alternative fuel technologies, regulatory frameworks, and financing. This uncertainty hinders companies from planning and investing in robust training programs. For instance, Danish shipping giant Maersk has made strides in targeted education, but broader efforts remain scattered.

Skill Gaps in the Maritime Workforce

Darian McBain, founder of Outsourced Chief Sustainability Officer, emphasizes that the maritime industry is lagging in sustainability-related skill development. “The blue economy is scaling up rapidly, but it lacks people with the required green skills,” she notes. Countries in the Global South, such as the Philippines—home to 14% of the global seafarer workforce—are particularly vulnerable and need support through national skills programs.

The Maritime Just Transition Task Force, established during COP26, is one initiative addressing this issue. It aims to ensure seafarers are integral to the industry’s climate response. Additionally, the International Advisory Committee on Global Maritime Affairs is advising nations like the Philippines on skill-building strategies.

Modernizing Standards: A Slow but Necessary Process

The International Convention on Standards of Training, Certification, and Watchkeeping for Seafarers (STCW) hasn’t been updated since 2010, a glaring gap as shipping undergoes a green transformation. Efforts to revise the standards are underway, but these processes can take up to five years. European organizations, such as the European Community Shipowners’ Associations (ECSA) and the European Transport Workers’ Federation (ETF), are pushing for faster updates. Their SkillSea initiative, which developed seven educational packages on green and digital skills, laid the groundwork for the Maritime Education and Training Network (Met-Net), a program addressing future needs.

A Shift to Land-Based Operations?

As shipping embraces digitalization, land-based operations could gain prominence. Jesse Fahnestock of the Global Maritime Forum suggests that as fuels like ammonia become mainstream, fewer crew members may be needed onboard. Instead, land-based professionals could remotely manage vessels, akin to how power plants operate from control rooms.

Infrastructure Needs: Beyond the Ships

Decarbonizing shipping isn’t just about vessels—it’s about infrastructure. Mark Button, maritime decarbonization leader at Arup, points out that sustainable fuels will require regional production hubs, as opposed to today’s global fuel supply chains. Countries with abundant renewable energy resources, such as North Africa, Chile, and Australia, are well-positioned to lead. This shift could drive significant job creation in manufacturing and construction but requires substantial investment.

A Call for Global Collaboration

The maritime industry’s decarbonization journey isn’t just about adopting new fuels or technologies—it’s about transforming the workforce and building international cooperation. As McBain puts it, “People still don’t see the maritime industry as part of the climate solution. But everyone must contribute, and demand for blue skills will only grow.”
