ScottishPower Renewables has awarded a major EPCIC contract to Dutch contractor HSM Offshore Energy for the delivery of the offshore substation and jacket foundation for the East Anglia TWO windfarm project.
The contract covers the engineering, procurement, construction, installation, and commissioning of a 5,100-metric-ton high-voltage substation and a 3,700-metric-ton steel jacket. This key infrastructure will serve the 960MW offshore windfarm, set to be located 33 kilometers off the Suffolk coast in the southern North Sea.
This project is no small feat. It’s part of a wider £4 billion investment by ScottishPower Renewables, a subsidiary of the Iberdrola Group, aiming to scale up renewable energy production across the UK. When operational, East Anglia TWO is expected to generate enough clean power to supply roughly 950,000 homes—no minor contribution to the UK’s renewable targets.
Engineering work for the project began in mid-2024 under an early work agreement. Now, with full contract execution, construction at the yard is expected to start in Q4 2025. The jacket is due for installation in Q3 2027, followed by the topside later that same year.

East Anglia TWO, alongside East Anglia THREE (currently under construction), forms a critical component of Iberdrola’s £24 billion UK investment strategy through 2028. That includes spending around £18 million per working day, focused on wind, solar, and storage infrastructure across the region.
HSM Offshore Energy, based in the Netherlands, brings more than six decades of offshore project experience to the table, with over 150 offshore structures successfully delivered. The company’s recent focus includes high-voltage substations, green hydrogen platforms, carbon capture modules, and steel jacket foundations—all aimed at supporting a lower-carbon future.
The jacket and topside for East Anglia TWO will be fabricated at HSM’s yard in Schiedam, a location that continues to anchor its offshore operations in northwest Europe. The project signals continued momentum in the North Sea wind sector, where competition for fabrication slots and skilled labor is intensifying.
