Japan’s Deepest Container Terminal Bets on 24,000 TEU Capacity as Congestion Pressure Builds Across Asia

When a container terminal says it can handle vessels of up to 24,000 TEU in a country known for tighter port limitations, industry observers tend to pay attention. At APM Terminals Japan in Yokohama, that claim is tied to a wider push to position the facility as a strategic gateway for larger container services entering Northeast Asia.

Seismic Design Meets Scale

The Yokohama facility’s MC1 through MC4 berths have been equipped with reinforced seismic technology, reflecting Japan’s long standing need to build logistics infrastructure around natural disaster resilience. For shipping lines, that resilience matters as much as berth depth or crane reach. After all, what value does capacity hold if operations stop after a major seismic event?

The terminal currently offers 1,600 meters of berth length with an 18 meter draft, making it the deepest water berth operation in Japan. That depth allows accommodation of vessels that many domestic terminals cannot receive efficiently.

Its ship to shore cranes extend across 24 container rows, aligning the terminal with the requirements of modern ultra large container vessels. The facility is also currently the only terminal in Japan capable of handling ships exceeding 14,000 TEU while supporting operations for vessels up to 24,000 TEU.

2.4 Million TEU Capacity Creates Expansion Questions

The terminal spans roughly 854,000 square meters and reports annual handling capacity of approximately 2.4 million TEU. In Japan’s container sector, that scale remains unusual.

What stands out even more is the terminal’s option for future expansion onto neighboring land. At a time when many Asian gateway ports are constrained by urban development or environmental permitting delays, available expansion space has become a competitive advantage in itself.

Shipping executives continue to face a difficult balancing act. Larger vessels lower slot costs, but only if terminals can turn ships quickly enough to avoid schedule disruption. One delayed call can ripple through an entire service string like a traffic jam spreading backward across a motorway.

Truck Congestion Measures Move to the Forefront

On the landside, APM Terminals Japan has introduced two additional gates alongside CONPAS, the container reservation system developed by Japan’s Ministry of Land, Infrastructure, Transport and Tourism.

The system allows truck operators to reserve loading and unloading times in advance, an approach designed to reduce queue times and smooth gate traffic flows. Truck waiting areas have also been established in front of each gate to ease congestion pressure.

For trucking companies operating around Tokyo Bay, time lost outside terminal gates can quietly erode margins faster than fuel price increases. Reducing idle hours has become as important as reducing sailing delays.

Tokyo Bay Position Offers Fuel and Time Savings

Geography may ultimately remain the terminal’s strongest selling point. Located closest to the entrance of Tokyo Bay, the facility allows shorter sailing times within the bay itself, helping carriers cut fuel consumption and reduce port transit costs.

The terminal also connects into one of Japan’s broadest domestic feeder networks, stretching from Hokkaido to Kyushu, while maintaining established coastal links across Asia and direct access to major Pacific and Atlantic trade routes.

As carriers continue redesigning networks around larger ships, tighter schedules, and lower emissions targets, terminals capable of combining depth, speed, resilience, and inland connectivity are becoming harder to overlook.
