Paraguay’s largest multipurpose terminal is set to strengthen its cargo handling capabilities after Liebherr secured an order for a customised FCC 280 fixed cargo crane from Puerto Seguro Fluvial S.A.
The new electric powered crane is scheduled for delivery in the third quarter of 2026 and forms part of a wider expansion programme at the terminal, which is located along the Rio Paraguay. The investment is designed to increase container handling capacity while preserving the ability to manage heavy and oversized cargoes that support regional trade flows.
The FCC 280 will join an existing Liebherr fleet already operating at the terminal, including an FCC 230 and an FCC 280 delivered eight years ago. The latest crane features a customised configuration developed specifically for Puerto Seguro Fluvial’s operational requirements.
Crane Designed for Container and Heavy Cargo Operations
The FCC 280 is designed for demanding port environments where operators require flexibility across multiple cargo segments. While the new unit will primarily focus on container handling, it has also been engineered to undertake occasional heavy lift operations.
Equipped with an 11 metre pedestal and reinforced hydraulic systems, the crane offers a lifting capacity of 80 tonnes at an 18 metre outreach. According to Liebherr, the customised configuration includes reinforced structural and hydraulic components to support the terminal’s cargo profile and future growth plans.
The crane operates with an electro hydraulic drive system that produces no emissions at the point of operation and generates lower noise levels compared with conventional alternatives. For terminal operators facing increasing pressure to improve environmental performance, the technology provides an opportunity to reduce operational impacts without compromising productivity.
Infrastructure Investment Supports Growth
The crane order is linked to a broader infrastructure development programme at Puerto Seguro Fluvial. The company is extending its pier facilities to accommodate the FCC 280 and support anticipated growth in cargo volumes.
As Paraguay continues to strengthen its position within regional logistics networks, terminals along the Paraguay River play an increasingly important role in connecting importers and exporters to international markets. The ability to efficiently handle both containerised cargo and project related freight remains a key competitive advantage.

The pier extension project highlights the terminal’s strategy of aligning infrastructure upgrades with operational requirements. Much like expanding a highway before traffic congestion becomes a problem, the investment is intended to ensure capacity keeps pace with future demand.
Tailored Engineering for Operational Flexibility
Liebherr said its engineering teams worked closely with the customer to develop a crane configuration capable of supporting both routine container operations and heavier cargo handling requirements.
The reinforced structure and upgraded hydraulic systems were specifically designed to meet the terminal’s operational needs while maintaining precision and reliability under challenging conditions.
For ports handling a diverse cargo mix, flexibility can often be as valuable as raw lifting capacity. A crane capable of efficiently switching between containers and heavy project cargo can help operators maximise asset utilisation while reducing the need for specialised equipment.

Long Term Support in Latin America
Following delivery, the FCC 280 will be supported by Liebherr’s Maritime Service Centre in Latin America. The regional support network will provide maintenance and technical assistance throughout the crane’s operational life to help ensure availability and reliability.
The project marks another step in the modernisation of Paraguay’s logistics infrastructure and highlights ongoing investment in river based trade corridors that continue to play a critical role in South American supply chains.
