ESTA’s Push for EU Heavy Transport Reform Nears Pivotal Vote

The European Association of Abnormal Road Transport and Mobile Cranes (ESTA) is poised to make significant strides in reshaping the landscape of heavy transport regulations across the European Union. Their longstanding proposals are currently under scrutiny by the Transport and Tourism (TRAN) Committee of the European Parliament, with a crucial vote scheduled for February 14.

SERT Documentation: A Game-Changer in Abnormal Load Vehicle Registration

At the heart of ESTA’s proposals lies the eagerly awaited adoption of the Special European Registration for Trucks and Trailers (SERT) documentation. Designed to streamline paperwork and alleviate bureaucratic hurdles, SERT has garnered support from ESTA for numerous years. This move is a pivotal step towards achieving uniformity in abnormal load vehicle registration procedures across Europe.

Comprehensive Proposals on the Table

Alongside SERT adoption, several other noteworthy proposals are on the TRAN Committee’s docket for potential approval. These include:

  • One Stop Shop’ Permits: A centralized permit issuance system per country.
  • Standardized Permit Application Forms: Streamlining the application process.
  • Electronic Permits: Embracing digitalization for efficiency.
  • Harmonization of Escorting Rules and Vehicle Markings: Ensuring consistency.
  • Language Requirements for Drivers: Advocating a ban on such restrictions.
  • Permitting Systems in All EU Languages: Promoting accessibility.

These proposals, embedded as amendments in the ongoing revision of the EU’s Weights and Dimensions Directive, aim to modernize and standardize regulations governing heavy-duty vehicles (HDVs) engaged in both national and international commercial transport.

Weights and Dimensions Directive: Ensuring Fair Competition

The directive sets limits on the authorized dimensions and weights of HDVs, fostering fair competition among member states. The revised directive will additionally mandate a single access point for information on national vehicle dimensions, weights, restrictions, and a web portal by the European Commission consolidating comprehensive information on heavy and abnormal transport regulations.

Ton Klijn, Director of ESTA, expressed cautious optimism, stating, “Our industry is being taken more seriously than ever before.” However, he acknowledges the journey is far from over, with proposals entering a consultation phase between the European Council, Parliament, and Commission.

Industry Involvement Urged

Recognizing the critical juncture, ESTA calls upon its members to actively engage with their national representatives. Lobbying efforts are encouraged to ensure representatives are well-informed and equipped to support the proposed reforms. Klijn emphasizes the need for collective action, saying, “With one final push, and a little luck, we could achieve something that will have huge benefits for our industry and our clients.”

As the vote date approaches, the industry watches closely, anticipating potential breakthroughs in the realm of heavy transport regulations in the European Union.
