Port Houston Terminal Update: Preparing for Potential Work Stoppage

Port Houston has addressed growing concerns from its partners regarding the possibility of a work stoppage as the expiration date of the USMX – ILA master contract approaches. The contract, which governs the relationship between the U.S. Maritime Alliance (USMX) and the International Longshoremen’s Association (ILA), is set to expire at midnight on September 30, 2024.

A potential work stoppage may take place on October 1, 2024, if negotiations between the two parties fail to reach a new agreement. In response to this looming deadline, Port Houston has issued an update to provide clarity on how operations will be managed in the coming days.

Export cargo will be accepted at the container terminals through Monday, September 30th, with vessel and gate operations continuing until 7 p.m. that day. The port has also clarified that any receiving windows opened on September 30th will remain available until the gate closes at 6 p.m. However, schedules for vessels operating beyond this date could be affected, and shippers are encouraged to keep a close eye on vessel schedules, ERD, and cutoffs.

To ensure the least disruption, Port Houston is urging importers to collect their cargo as quickly as possible. Any containers left in the yard after 7 p.m. on September 30th will remain inaccessible until the work stoppage concludes. While the gates are closed, both storage fees and Import Dwell Fees will be waived.

With the possibility of a work stoppage still looming, Port Houston has indicated that it may extend gate hours during the week of September 23rd if necessary. They are also planning to open the gates on Saturday, September 28th, subject to confirmation early next week.

In the event that operations are halted, Port Houston has committed to considering extended gate hours once the situation is resolved to facilitate a smooth recovery. For now, the port expects business as usual leading up to the end of September, but they will continue to monitor the situation and provide further updates as needed.
